How ChatGPT Ads work: who sees them, where they appear, what they can't do
Who sees ads in ChatGPT, where they show up, how OpenAI selects them, and the limits every advertiser should know before spending a shekel.

Who sees ChatGPT Ads
OpenAI shows ads only to users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts do not get ads, and neither do accounts OpenAI identifies as belonging to people under 18.
A few more exclusions matter for planning. Temporary Chats never show ads, and during the current test ads do not appear in the ChatGPT Atlas browser.
Personalized ads are not initially available in the EEA or Switzerland, so those users see ads based on the current thread only.
Availability has expanded in phases. OpenAI began testing in the United States on February 9, 2026, then added Canada, Australia and New Zealand, followed by the United Kingdom, Mexico, Brazil, Japan and South Korea.
In August 2026 OpenAI added 31 European markets and opened self-service Ads Manager across India, Europe, the Middle East and North Africa.
OpenAI's Ads Manager Availability page is the source of truth for countries, and the list grows. The condition that matters is the same everywhere: the legal entity being billed must be based in a country that page lists.
Where the ad appears
An ad can appear below the end of a ChatGPT response, labeled as sponsored and visually separated from the answer itself.
You may see one or more ad units, and a unit may feature several items from one advertiser or from several advertisers.
Each ad is built from a fixed set of parts:
- Advertiser name and favicon
- Title and copy
- Landing page URL
- Image asset
There is no AI-generated creative. Ads Manager can prefill a draft from your website metadata, but OpenAI states it does not generate new copy or imagery, so the text and image are yours to write and approve.
How OpenAI picks the ad
This is where ChatGPT Ads differ from search. There is no keyword you bid on. OpenAI's system considers the context and intent of the current conversation, your landing page, your title and copy, your context hints and targeting selections.
When the user has personalization switched on, select signals from their broader ChatGPT use can be added to that mix. Those signals stay inside ChatGPT and are never passed to the advertiser.
When several ads are eligible, OpenAI weighs relevance together with advertiser bids in what it describes as a relevance-weighted, second-price auction. Both factors count, and neither one wins alone.
Buying is on impressions or valid clicks. Conversion-optimized campaigns still bill per click or per impression, never per conversion.
What ChatGPT Ads can't do
OpenAI is explicit about the limits, and they shape what a campaign can promise.
- Ads do not influence answers. Advertisers cannot shape, rank or alter what ChatGPT says.
- Advertisers never receive chats, chat history, memories, names, emails, precise location or IP addresses. Reporting is aggregated: impressions, clicks, spend, conversions.
- Ads are not eligible near sensitive or regulated topics such as personal health, mental health or politics, and political advertising is not allowed at all.
- Users can hide an ad, report it, turn off personalization, clear their ads data or switch to an ads-free Free plan with lower limits.
Category rules also apply. During the initial period OpenAI limits ads mainly to consumer verticals: lifestyle and household goods, local services, travel and experiences, and digital products or education. Financial, healthcare and legal advertisers are reviewed case by case.
What this means for a lead-gen business
Three practical consequences follow from the mechanics above.
First, your ad is matched to a need described in natural language, not to a typed query. Copy that states what you offer, who it is for and when it helps has more surface area to match than a slogan.
Second, because there are no keywords, context hints and the landing page do the work keywords used to do. Both need to be specific and honest.
Third, measurement is not optional. OpenAI's own reporting shows clicks; whether those clicks became leads depends on the pixel, the Conversions API and preserving the click reference on your site. The other guides in this series cover both.
