# ChatGPT Ads Manager: how to open and set up your account

## Before you start: is self-service open to you?

OpenAI's Ads Manager Availability page lists the countries where self-service is open. The rule is about the business, not the person: the legal entity that will advertise and be billed must be based in a listed country. The country on your personal ChatGPT login does not change that.

The list covers around sixty countries, including the United States, Canada, the United Kingdom, Ireland, Israel, Germany, Austria, Switzerland, France, Belgium, Spain, Portugal, Italy, the Netherlands, Mexico, Brazil, Australia, Japan and India. You can still sign up from an unlisted country; OpenAI says it will notify you when access opens. In the newer European markets you can also start through OpenAI's Ads Solutions team or its agency and technology partners.

You also need an OpenAI account, and your products must be eligible under OpenAI's ad policies, because the review checks that too.

## Step 1: Create the advertiser account

Go to Ads Manager and follow the sign-up flow. OpenAI asks that one account owner per business creates the advertiser account; everyone else is invited afterwards.

Eligible business advertisers can also start setup from inside ChatGPT with ChatGPT Ads Manager. In that flow, an agency cannot create the account on a client's behalf: the client creates it and then invites the agency.

## Step 2: Business details and verification

You enter business details (name, website, logo and industry) and account details (country, currency and time zone). Then you answer a few verification questions through Persona.

Your application then enters a rolling review queue. The review includes whether your products or services are eligible for ads. OpenAI says verification may take some time, that it cannot expedite reviews, and that duplicate applications do not help. Keep one application and watch your email.

## The three settings you cannot change

Country or region, billing currency and time zone are fixed at creation. OpenAI is explicit: if any is wrong, you need a new advertiser account.

They matter more than they look. The currency sets your minimum daily budget, for example 25 USD, 15 EUR or 60 ILS. The time zone defines your reporting days and the Sunday-to-Saturday budget week. The country decides eligibility and where you can advertise first. Use the details of the entity that will actually be billed.

## Step 3: Complete account info

When you receive the access email, open Settings, then Account info. Set the account name and logo exactly as you want them to appear in the ad unit, because that is what users will see next to your ad. Ads will not serve until this step is complete.

## Step 4: Set up billing

Billing has two parts: a billing profile (business name, address, invoice email) and a payment method (a credit card). When you add the card, your bank may show a temporary authorization hold that is later released.

Billing is postpay. Your card is charged when unpaid spend reaches your account's payment threshold, or at month end. The threshold starts low, may rise automatically with good payment history, and is not changed by support on request.

## Step 5: Invite your team

Open Settings, then Users, then Invite, and add teammates by the email address they use for OpenAI. One OpenAI login can access several ad accounts and switch between them.

Each advertiser needs its own account. If you manage several brands or legal entities, create one per entity. Once you belong to ten or more ad accounts, you cannot create another yourself, though you can still be invited.

## After setup: your first campaign

Campaigns will not deliver until account info, verification and billing are all complete. When they are, two setup rules are worth knowing on day one.

Some new self-serve accounts can at first advertise only in their home country, until verification is approved and a required amount of spend is reached there. And if a campaign is not serving, OpenAI's first checklist is the same: verification, billing, active status, dates that include today, and ads that have finished review.
